Edge Resolution Algorithm:
Voting: IP addresses/router (1% have 3 addresses)
Some routers are clearly inside an AS. (~27%)
Voting: edges towards each AS (inductive). (~70%)
Last resort: traceroute to the router in question.
From each failure: router, AS, location in AS
