Approach




Send packets between nodes and perform correlated observation (different from Labovitz, Chandra, etc.):
whether packets are lost 
                  (Failure: 3 consecutive lost probes, >2 minutes)
if packets are lost, what the traceroute looks like
does the source see a BGP message for the destination?
